This is a really small waterfall site. It's actually no more than a small rock rapids, where a few rides of tilted metamorphic rock poke thorugh the river profile.
Don't get excited about this site! Having said this, I've seen some pleasing photos made here. The rapids are visible from the highway. But just east of the bridge, a small dirt path leads from the highway down to the river's edge.
A small structure on the site probably holds a stream gauging device. While there is no sign to proclaim that this little roadside patch is public land, a sign that indicates "no camping" is probably a good indicator that you still can wander around here. This offers an alternative view that photographers may prefer.
You can probably park here too, though the laneway is very narrow and bumpy. Anyone that chooses to park on the side of the road should do so with caution.
