This little waterfall is of little interest to explorers. While it can be viewed from the road, all of the property around the falls is privately owned. Visitors are not permitted to explore the grounds around the falls. You will have to settle for a view from the bridge.
Visitors to Rockway are certainly going to focus on the main falls, which is downstream (north) of the road. Another lower-middle falls can be found further downstream, which is followed a fair ways further by the true 'lower' falls. The upper falls is the least intersesting of the bunch, but is included as people do ask about it.
