There is no land access to Tretheway Falls. It is blocked off by hydroelectric infrastructure and by private property (posted) on all sides. You cannot visit by land, period. The falls isn't huge, but can ven so, the view isn't great.
The river falls a total of 11 m here, although the upstream elevation is raised several metres by the dam on top of the falls. The hydroelectric generating station develops 2 MW.
It is possible to paddle to the base of the falls. For example, there is short pull-off on the north side of Hwy 118, about 1.3 km west of Trethewey Falls Road. (44.9906, -79.2816) This does not appear to be privately owned, but as always, this web site does not give you permission to trespass. Please heed any signs.
At this potential access point, the road right-of-way meets crown land, which here is occupied by a shallow pond. You should be able to paddle north through the small pond to the river, and then 800 m east/upstream to the base of the falls. Have you made this trip?
The driving directions lead to the hydroelectric plant at the end of the road. You cannot see the falls from here. But I had to include something. See if you can see the falls through the trees along Hwy 118.
