There are two waterfalls side-by-side here, because two creeks merge just downstream of the falls to form one. The falls on the left is Lower Cliffivew Falls and the one on the right is Lower Westcliffe Falls. Flow at this falls is highly dependent on rain and snowmelt. Don't be surprised to see it almost dry through most summers.
You can't really get too close to this falls because it is behind a fence. Accessing the falls is unsafe and likely illegal. But they are very easy to view (through a chain link fence, unfortuantely), and are part of a cluster of four waterfalls all in close proximity.
